This report presents findings on the impacts of the Earnings Supplement Project (ESP) for displaced workers. It reviews the rationale, design, and implementation of the displaced worker study, and it provides a detailed account of ESP’s effects on the employment, wages, and amount and duration of EI benefits received by a group of workers who were experiencing permanent job loss.
