Low-skilled Workers

As more jobs require enhanced education, many vulnerable people are left behind in the workforce. A low-skilled worker is without a post-secondary degree, diploma or certificate. Our research and program evaluations identify systemic barriers to this population and provide decision-makers with methods to remove those barriers and help them improve their skills.
