This evidence brief was drafted to support program innovations or adaptations as part of the WOMEN FIRST project, funded through Employment and Skill Development Canada’s (ESDC) Women’s Employment Readiness pilot program. It may also be more broadly useful for organizations, training developers, and practitioners working in the employment and skills training sector seeking to employ an equity-driven approach to their delivery of wraparound supports. Beginning with an overview of wraparound supports and practical exemplars, the brief follows by outlining a series of considerations and approaches that may support the design and implementation of wraparound supports in employment and skills training. Throughout the document, an intersectional lens is adopted to examine key issues to consider when planning and delivering supports to populations facing multiple and complex barriers.

This report presents a summary of evidence about economic, health, and social inequities faced by LGBTQ2S+ individuals in Canada, gathered as part of a multi-phase, mixed-methods research initiative. Funded by Women and Gender Equality Canada (WAGE) and carried out by the Social Research and Demonstration Corporation, the project was conducted in partnership with Pride at Work Canada, the Labour Market Information Council, and Dr. Sean Waite at the University of Western Ontario. The report integrates findings from all phases of the research, offering recommendations. It also proposes a conceptual framework summarizing the key factors influencing employment and labour market outcomes for LGBTQ2S+ people in Canada.

The findings from this project suggest that LGBTQ2S+ individuals in Canada continue to face economic, health, and social inequities that are systemic and mutually reinforcing. These include but are not limited to greater rates of poverty and homelessness, disparities in annual employment earnings, lower rates of life and job satisfaction, poorer general and mental health, increased stress, higher rates of food insecurity, and lower rates of community belonging. Gender minority and bisexual-identified individuals are among those consistently reporting the poorest outcomes. Our findings point towards solutions in the realm of data, research, and policy to address the observed inequities.

This project is producing a research synthesis of findings from SRDC’s past and current research projects concerning skills gaps, learning needs, and systemic barriers to employment faced by youth with disabilities. Funded by Skills and Employment Branch (SEB) at Employment and Social Development Canada (ESDC), the project involves creating a database of relevant SRDC projects that involve primary data collection, secondary analysis, and literature reviews of academic literature that have been undertaken by SRDC researchers in the past decade. The analysis of this database will equip ESDC’s Youth Employment and Skills Strategy (YESS) with a better understanding of the existing evidence of the barriers faced by youth with disabilities in Canada.

Women in Resource Development Corporation (WRDC) is leading the project “Increasing Pathways to Secure, Meaningful Employment through Design and Implementation of Inclusive Skills Development Policies.”

The primary goal of this project is to advance inclusive skills development policies and practices, create more equal distribution of economic resources, and remove barriers that prevent women from fully participating in economic spheres. This project has been funded through Women and Gender Equality Canada’s Feminist Response and Recovery Fund.

The Social Research and Demonstration Corporation (SRDC) served as a project partner to provide support and advice to WRDC in achieving the project’s objectives.

In response to research showing the tendency for much current reporting for employment supports and programming to focus on quantitative, short-term metrics at the expense of other measures important for understanding the effects on individuals’ lives more broadly, one of SRDC’s main activities has been a review of previous SRDC reports to explore expanded or alternate measures of employment success.

Can communities create meaningful work that is an attractive alternative to Employment Insurance and welfare? A major Canadian study of a new, innovative program is showing this to be true.

This report presents 18-month impacts from the Community Employment Innovation Project (CEIP), a study of a program designed to encourage the longer-term employability of participants while supporting local community development in areas of continuing high unemployment. Communities were challenged to utilize the social economy as a source of jobs, which would provide participants with opportunities for developing skills and social capital.

Can community-based employment help the unemployed develop their transferable skills and social capital? A major Canadian study released today by the Social Research and Demonstration Corporation (SRDC) reveals promising results in that respect. Improving skills, networks, and livelihoods through community-based work: Three-year impacts of the Community Employment Innovation Project presents interim results from the Community Employment Innovation Project (CEIP), a program designed to encourage the longer-term employability of participants while supporting local community development in regions of continuing high unemployment.

Based on data collected 40 months after the enrolment of participants, Improving skills, networks, and livelihoods through community-based work: Three-year impacts of the Community Employment Innovation Project shows that CEIP led to substantially higher rates of full-time employment, increased earnings; and reduced receipt of EI and IA benefits, all of which were sustained for the three years of program eligibility. Participants also reported improved well-being, with reductions in the extent and severity of poverty and hardship, and increased life satisfaction. At the same time, CEIP produced significant improvements in participants’ social capital in ways that may provide a bridge to future employment, and the program’s effects on transferable skills were also significant, resulting in a potentially more employable workforce.

The Social Research and Demonstration Corporation (SRDC) is undertaking the evaluation of Future to Discover (FTD), a pilot project funded and implemented by the Canada Millennium Scholarship Foundation in collaboration with the governments of Manitoba and New Brunswick. FTD aims to broaden access to post-secondary education.

The Future to Discover Early Implementation Report examines the project’s preliminary results. Implemented in 51 schools in the two provinces, FTD aims to help high school students develop an interest in post-secondary education, and increase their participation in such programs.

The program targets students from low-income families whose parents have little or no post-secondary experience, as research has shown that these students are significantly underrepresented in post-secondary institutions.

The first of a series of three publications reporting on FTD’s progress, the new report presents preliminary findings, looks at the project’s design and implementation, and analyzes the impacts on participants’ attitudes towards school, post-secondary learning, and the challenges — mental, social, and financial — the students face in accessing higher education.
