We use a high-stakes laboratory experiment to investigate the roles that price sensitivity and loan aversion may play in the under-representation of certain groups in PSE.

This experimental approach — proposed by CIRANO and first reported in a previous paper by Johnson, Montmarquette, and Voyer (2010) — involved subjecting high school students to a series of decisions, some of which involved potentially high-stakes choices between various combinations of grants and loans for full-time PSE and significant but smaller amounts of cash. Our principal research question is to what extent are higher price sensitivity and loan aversion more prevalent and thus likely to act as barriers to PSE participation among under-represented groups?

The focus of this project is on the assessment of transferable skills, and specifically resilience. Resilience has been defined as “the capacity of the person, family, or community to prevent, minimize, overcome, or thrive in spite of negative or challenging circumstances” (Wagnild & Young, 1993).

In this report, Social Research and Demonstration Corporation (SRDC) investigates the most appropriate measures to assess resilience as a learning outcome of Ontario’s postsecondary education (PSE) system.

The long-term aim is to support the Higher Education Quality Council of Ontario (HEQCO) in its efforts to determine the role of PSE in enhancing resilience as a transferable skill.

The federal Office of Literacy and Essential Skills contracted SRDC in 2014 to conduct independent evaluations of two pilot projects in Essential Skills (ES) training for low-skilled Canadians. Both feature pay-for-success funding approaches, whereby private investors pay up front for training and are repaid by the government if the training is successful in achieving pre-established outcomes. The pilots represent the first time in Canada that these innovative funding approaches have been applied to ES training. This report describes SRDC’s project activities from the time of pilot inception to Fall 2017.
