Homeless individuals are among the most marginalized and neglected populations, and the intersection of dementia and homelessness presents unique challenges for care provision and policy intervention. This meeting will provide an opportunity to gather key stakeholders to examine these challenges, explore the existing gaps in knowledge and services, and collaboratively develop approaches to address these challenges effectively. By identifying the needs, barriers, and potential solutions to support homeless PLWD, we aim to generate insights that will inform and strengthen the implementation of a pilot program in British Columbia.

This project, led by the John Howard Society of Ontario’s Centre of Research and Policy, is focused on collaboratively developing, implementing, and evaluating housing solutions for individuals with high or complex needs who are facing homelessness upon reintegration into community after release from incarceration. SRDC is supporting JHSO to bring together community partners to co-create and design unique housing solutions that can be readily integrated alongside existing release planning supports. Partners are then piloting the new housing solutions in Ontario communities. SRDC and JHSO are carrying out a robust evaluation, and then sharing findings and lessons learned with other communities across Canada to inform their efforts to tackle pressing housing challenges among justice-involved individuals.

Non-profit housing providers face significant challenges in recruiting and retaining staff due to increasingly complex tenant needs, an aging workforce, and the necessity for specialized knowledge in asset management and energy efficiency. Staffing shortages and the difficulty of attracting professionals to non-urban areas exacerbate these issues. Additionally, there is a need for Indigenous-led training programs and the potential professionalization of housing-related careers. This project aims to address these challenges by scanning relevant secondary data sets to capture insights into labour market characteristics and trends relevant to the non-profit housing sector’s workforce as well as develop and implement a survey of provincial sector workers that identifies opportunities for capacity building and policy work to support BC’s non-profit housing sector.

While the higher prevalence of homelessness for 2SLGBTQ+ youth has been well documented, there is a small but growing evidence base of housing inequities experienced by 2SLGBTQ+ adults, particularly in terms of qualifying for mortgages, unaffordable market rates, and employment/income insecurity. Unique barriers and facilitators exist in different contexts, particularly those with a higher density of 2SLGBTQ+ housing and adjacent supports (i.e., tailored resources, programs, and services) and lower density, typically rural, areas.

Expanding on a framework developed as a part of a previous project with Mentor Canada and the Canadian Observatory on Homelessness, we are conducting a comparative case study to explore facilitators and barriers to 2SLGBTQ+ identified adults accessing holistic housing across the life course from emerging adulthood to old age. In partnership with an advisory group of queer adults and housing/support service providers, we will identify two cases for comparison: that of a high-density supports community for queer adults in Canada and a low-density supports community.

By collaboratively exploring how identity influences access to housing and supports throughout adulthood, and the facilitators and barriers to holistic, thriving-oriented vs. survival-oriented housing, we will map individuals’ housing ‘journeys,’ experiences, and their contextual influences. In turn, this will identify leverage points around which prototypes and solutions can be co-designed by queer adults, housing stakeholders, and policymakers at different levels of government.

In partnership with the John Howard Society of Ontario and the Canadian Observatory on Homelessness, SRDC is investigating the intersection between homelessness and involvement in Ontario’s justice system. This study involves the use of both quantitative and qualitative methods to explore the housing-related challenges, barriers, and needs of justice-involved people. The first phase of the research involves a secondary data analysis of several existing datasets to determine the prevalence of justice involvement and incarceration among people experiencing homelessness in Ontario.

The second phase involves qualitative data collection to explore the lived experiences of people who are released from incarceration and experiencing homelessness. The final phase of the research focuses on identifying promising practices and programs in Ontario. This research will inform recommendations on promising practices and policies to help improve access to safe, adequate housing for people who are justice-involved.

This project being led by the Canadian Community Economic Development Network (CCEDNet) in partnership with SRDC and Social Enterprise Toronto (SET) will provide a longitudinal assessment of the effectiveness of WISEs and compare them with other interventions for people who are homeless and at risk of homelessness. The first study of its kind in the Greater Toronto Area, the project will identify the impact of WISEs on both hard and soft outcomes including employment and housing stabilization, as well as the returns for government investment in these types of WISEs. Finally, it will identify effective practices to maximize impacts for several models of training under various circumstances. As evaluation partner, SRDC will be responsible for leading the measurement of the impact and effectiveness of WISEs on social and labour market outcomes for people who are homeless or at-risk of homelessness through a quasi-experimental design study. An additional objective is to build the capacity of participating WISE to measure their social outcomes using professionally designed research tools.

SRDC was engaged by the Collaborative to assist with the policy analysis process including: scoping out policy objectives; developing a detailed research agenda; and overseeing the development of a series of policy options papers.

SRDC will also work with the Collaborative to develop the final submission to the Federal government as part of the government’s consultation phase on the National Housing Strategy. The Collaborative is administered by a Secretariat, housed within the United Way Toronto & York Region. The Secretariat is funded by a funding circle that includes United Way, the Maytree Foundation, Evergreen CityWorks, and the McConnell Foundation.

The project on Income Support in Relation to Housing in Canada and Selected Other Countries is part of a broader exercise conducted by the Canada Mortgage and Housing Corporation (CMHC) to inform its ongoing work in the development of a National Housing Strategy (NHS) for Canada. Specifically, this project seeks to better understand the characteristics of income support programs such as social assistance and housing/shelter benefits and how they are delivered in Canada and selected countries.

This report reviews social assistance programs and housing benefits in the six international jurisdictions: Australia, Finland, Ireland, the Netherlands, the United Kingdom, and the United States (New York State). Specific benefit amounts are provided for four household types: a single adult with no dependent children, a couple with no dependent children, a single adult with two dependent children, and a couple with two dependent children. Social assistance benefits were compared with three benchmark measures – the income received by a full-time employee working at a minimum-wage salary, a Low Income Measure (LIM), and the average cost of rent in both the most expensive and least expensive area of each country – in order to assess benefit fairness and adequacy.
