Access to Public Employment Services for English-Speaking Quebecers

This project aims to 1) Produce a complete and nuanced portrait of the current state of access to public employment services for the English-speaking population in Quebec, and 2) Understand to what extent policies, current programs, infrastructure, and delivery models adequately meet the needs of this population.

The project examines both the challenges faced by both French-language and English-language service providers, in urban or rural settings, and the barriers experienced by English-speaking users when trying to access public employment services.

Scaling & Replicator Strategic Evaluation and Learning Support for FSC

SRDC is undertaking several evaluations within new categories of Future Skills Centre (FSC) projects. The SCALE initiative invited existing FSC partners whose projects were ready for the next scale-up phase to apply for additional funding to advance their projects along a clearly defined scaling pathway. The projects were selected to answer pressing strategic questions that represent gaps in knowledge and/or practice – and around which FSC investment strategies are oriented. The projects embrace ongoing testing of program feasibility and effectiveness derived from specified scaling objectives. The REPLICATE initiative funds FSC partners whose projects present the best evidence of effectiveness and impact to conduct replication projects with up to two or three different partners working in different geographical locations. The projects test the feasibility of replication as further proof of the effectiveness of the program and help to further build up a cohort of partnerships ready to move towards full scaling and sustainability, as well as test replication as a strategy for project sustainability.

The Employment and Employability of English-Speaking Quebecers

The project aims to develop innovative and reliable tools to monitor and analyze the employment and employability of English-speaking Quebecers (ESQs) as well as their employment trends. These tools provide ongoing insights into the employment status of ESQs. The project also seeks to identify effective employment supports and to understand the value of providing such interventions to ESQs. We analyze the return on investment of active labour market policies designed to support ESQ employment and help close existing employment gaps.

Skilled4Success Program Evaluation

BGC Canada supports Clubs across the country who provide safe, supportive places and programs where children and youth can experience new opportunities, overcome barriers, and develop confidence and skills for life. With support from the Government of Canada’s Youth Employment and Skills Strategy (YESS) program, BGC Canada is delivering Skilled4Success, which is designed to help youth facing barriers to employment develop the skills and gain the experience they need to find and keep quality jobs. Through a combination of employment services, training, and work experiences, the program provides the foundation for learning and other skills that will help participants better prepare for, get and keep a job, and adapt and succeed at work. In addition, Skilled4Success includes individualized supports to enable youth to benefit from these interventions. As BGC Canada’s evaluation partner, SRDC is working with BGC Canada and participating Clubs to capture the impact of youth participating in the program, while connecting evaluation findings to BGC Canada’s broader learning and impact objectives.

Knowledge, Tools, and Best Practices for Delivering and Evaluating Youth Employment Programs

Our recent project Enhancing Employment Programming for Vulnerable Youth involved an extensive synthesis of best practices and innovations in youth employment programming and the implementation and evaluation of four pay-for-performance training models serving diverse youth, including newcomer, Indigenous, in-school, and NEET youth. The current project mobilizes the knowledge generated from this previous project by developing practical knowledge products, tools, and activities that will:

a) increase awareness and application of best practices, methodologies, and approaches aligned with our findings,

b) engage youth serving agencies in dialogue, knowledge sharing, and learning around the key drivers, enablers, and barriers to implementing best practices, and

c) build provider capacity of providers for service planning and evaluation.

Evaluation of Riipen’s Level UP

SRDC is working with Riipen to evaluate its Level UP program. Riipen is a mission-driven social enterprise and the world’s largest experiential learning marketplace platform, connecting educators, students/learners, and employers across North America. The Level UP Program is Riipen’s flagship Canadian program, launched in early 2021 to provide over 33,000 learning experiences by March 2025.

The evaluation focuses on the first four years of the program and combines comprehensive administrative data with results from a broad, public-facing survey of recent graduates to assess longer-term outcomes for Level UP participants and identify an appropriate comparison group.

SEED Program

This research aims to build on a previous project with SRDC aimed at understanding how the Karma Project, a work-integrated social enterprise, supports the long-term employment and well-being of at-risk youth in North Simcoe County through its Social Enterprise Education (SEED) program. Specifically, this research seeks to further understand the youths’ training and employment journeys, their circumstances before and during their participation in SEED, and the role of SEED in shaping their future employment. Further, this research centres on youth engagement through a community-based, participatory approach that focuses on collaboration and mutual learning.

Neuroinclusive Employment

The Neuroinclusive Employment project was a research and learning partnership between the Social Research and Demonstration Corporation (SRDC) and The Sinneave Family Foundation (Sinneave). The project explored inclusive employment practices for people living with disabilities, both broadly and specifically for neurodivergent people. The research focused on identifying evidence-based practices and real-world examples that employers use to support neurodivergent people and people living with disabilities, as well as uncovering opportunities to further advance these efforts. The aim of the research was to generate insights that can help Sinneave, other organizations, and policymakers strengthen employer-focused initiatives to support employment inclusion, with an emphasis on neuroinclusion.

Enhancing Displaced Workers’ Literacy and Essential Skills

The Enhancing Displaced Workers Literacy and Essential Skills project is a collaborative project that is managed by Decoda Literacy Solutions and supported by the Social Research and Demonstration Corporation (SRDC).

The overall goal of the project is to enhance knowledge and raise awareness of promising Literacy and Essential Skills (LES) interventions for displaced workers in Canada to improve their employability.

Career Mobility of People with Disabilities

According to the 2017 Canadian Survey on Disability, over six million Canadians aged 15 years or over live with at least one disability that impacts their ability to carry out activities in their day-to-day lives. People with disabilities experience greater social, economic, and health disparities compared to those living without a disability. Further, many people with disabilities experience barriers to meaningful employment, and once employed, face challenges due to social stigma, lack of accommodation, and limited opportunities for advancement.

This project aimed to fill a knowledge gap on the experiences of people with disabilities with respect to career mobility. It was conducted in support of advancing the Government of Canada’s Employment Strategy for Persons with Disabilities and Disability Inclusion Action Plan.

Career Mobility of People with Disabilities included a literature review and interviews with stakeholders such as employment service providers, experts, career practitioners, employers, and people with disabilities. It drew on both Canadian and international studies and applied a Gender-based Analysis Plus (or intersectional) lens to capture the intersections between disabilities, gender, and race.
