Dans les deux cas, il s\u2019agit d\u2019approches de financement fond\u00e9es sur le rendement, c\u2019est-\u00e0-dire que les investisseurs priv\u00e9s paient d\u2019avance pour la formation et sont rembours\u00e9s par le gouvernement si la formation permet d\u2019atteindre des r\u00e9sultats pr\u00e9\u00e9tablis. Il s\u2019agit de la premi\u00e8re fois que de telles approches de financement sont appliqu\u00e9es \u00e0 la formation en comp\u00e9tences essentielles au Canada.<\/p>\n<p>Elles s\u2019inscrivent dans un mouvement plus vaste du gouvernement du Canada visant \u00e0 exp\u00e9rimenter des approches d\u2019innovation sociale et de finance sociale pour am\u00e9liorer l\u2019efficacit\u00e9 et l\u2019efficience des programmes de financement gouvernementaux. Les deux projets pilotes ont en commun d\u2019avoir des mod\u00e8les de financement ax\u00e9s sur la r\u00e9ussite (les gains en litt\u00e9ratie \u00e9tant la mesure de paiement) et d\u2019avoir des investisseurs priv\u00e9s (non gouvernementaux).<\/p>\n<p>Un examen plus approfondi r\u00e9v\u00e8le qu\u2019au-del\u00e0 de cela, les deux mod\u00e8les sont nettement diff\u00e9rents. Le premier est une v\u00e9ritable obligation \u00e0 impact social. Dirig\u00e9 par Coll\u00e8ges et instituts Canada, le programme Comp\u00e9tences essentielles et de finance sociale a offert une formation en comp\u00e9tences essentielles \u00e0 des Canadiens sans emploi et peu qualifi\u00e9s par l\u2019interm\u00e9diaire de trois coll\u00e8ges partenaires. Les investisseurs priv\u00e9s payaient la formation \u00e0 l\u2019avance et pouvaient b\u00e9n\u00e9ficier d\u2019un retour sur investissement allant jusqu\u2019\u00e0 15\u00a0% si la formation r\u00e9ussissait \u00e0 am\u00e9liorer les comp\u00e9tences en mati\u00e8re de litt\u00e9ratie des participants. Le deuxi\u00e8me projet est Skilling UP, dirig\u00e9 par l\u2019Alberta Workforce Essential Skills Society (AWES).<\/p>\n<p>Dans le cadre de cette intervention de formation en milieu de travail, les employeurs pouvaient recevoir jusqu\u2019\u00e0 50\u00a0% de leur investissement initial dans la formation de leurs travailleurs si les gains vis\u00e9s en mati\u00e8re de litt\u00e9ratie \u00e9taient atteints. \u00c9tant donn\u00e9 que les employeurs en g\u00e9n\u00e9ral sont principalement motiv\u00e9s par les avantages financiers associ\u00e9s \u00e0 une main-d\u2019\u0153uvre plus qualifi\u00e9e, et non par la perspective d\u2019obtenir des avantages sociaux ou environnementaux en soi, nous consid\u00e9rons que ce mod\u00e8le ne s\u2019aligne pas tant sur la finance sociale, mais s\u2019apparente plut\u00f4t davantage \u00e0 une subvention conditionnelle du gouvernement pour la formation.<\/p>\n<p><em>Rapport disponible en anglais seulement.<\/em><\/p>\n","protected":false},"featured_media":12224,"template":"","capabilities":[262],"populations":[277],"publication_types":[],"publication_themes":[],"policy_area":[293,303],"class_list":["post-5796","project","type-project","status-publish","has-post-thumbnail","hentry","capabilities-evaluation-de-programme-mesure-de-la-performance","populations-travailleurs-peu-qualifies","policy_area-apprentissage-des-adultes","policy_area-formation-des-adultes"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.8 -
