Il d\u00e9montre que l\u2019\u00e9tude sur les requ\u00e9rantes a cr\u00e9\u00e9 trois incitatifs :<\/p>\n<p>(1) un incitatif d\u2019admissibilit\u00e9 visant \u00e0 ce que tous les membres du groupe programme demeurent prestataires de l\u2019aide sociale pendant un an afin de devenir admissibles au suppl\u00e9ment,<\/p>\n<p>(2) un incitatif d\u2019\u00e9tablissement visant \u00e0 ce que les membres du groupe de participants au programme ayant satisfait \u00e0 l\u2019exigence de la p\u00e9riode d\u2019attente trouvent un emploi et renoncent \u00e0 l\u2019aide sociale au cours des 12 prochains mois, et<\/p>\n<p>(3) un incitatif de droit au suppl\u00e9ment visant \u00e0 ce que ceux qui avaient \u00e9tabli leur admissibilit\u00e9 au PAS travaillent \u00e0 temps plein et n\u2019aient pas recours \u00e0 l\u2019aide sociale durant la p\u00e9riode de trois ans pendant laquelle les versements du suppl\u00e9ment \u00e9taient disponibles.<\/p>\n<p>La quasi-totalit\u00e9 des personnes qui ont retard\u00e9 leur abandon de l\u2019aide sociale en raison du suppl\u00e9ment ont renonc\u00e9 \u00e0 l\u2019aide sociale de deux \u00e0 trois mois apr\u00e8s la fin de la p\u00e9riode d\u2019attente et ont ainsi eu droit au suppl\u00e9ment du PAS. Le document de travail estime qu\u2019en gros les deux tiers de l\u2019impact culminant du PAS sur le recours \u00e0 l\u2019aide sociale \u00e9tait attribuable au fait que le droit au suppl\u00e9ment \u00e9tait limit\u00e9 dans le temps.
