SRDC offers a full range of evaluation services covering program development, implementation, operations, and review. Our expertise in performance measurement also allows us to respond to the growing demand for the evaluation of performance-based incentive systems related to the delivery of public services by non-governmental and private organizations.

Evaluation of RAJO: The Somali youth and family empowerment project

RAJO is the Somali word for hope, and the name of a culturally-responsive, multi-agency project aimed at reducing violence and increasing resilience in Somali-Canadian youth, families, and communities in Ottawa and Edmonton. Project staff will work with Somali youth and families using a tiered intervention model called Trauma Systems Therapy that has been adapted for refugee communities in the US by Boston Children’s Hospital (BCH) – this is the first time TST-R will be delivered in Canada, and to youth aged 12-18. Funded by Public Safety Canada, this five-year project is being led by Canadian Friends of Somalia, in collaboration with the Somali-Canadian Culture Society of Edmonton, and BCH; SRDC has been engaged as the evaluation partner.

Quebec Council on Tobacco and Health (QCTH) – Evaluation of School and Community Programs

For over 20 years, the QCTH has offered a variety of tobacco prevention services to Quebec’s Directions de santé publique (DSP), as well as directly to school and community groups. In order to keep its services relevant to its partners and to better highlight the needs of each community, a retrospective and summative evaluation of the activities of the QCTH was conducted in June 2017 among the DSP. This second phase rather constitutes a formative evaluation that targets school and community groups. The main objectives of the project are to: identify the elements that contribute to carrying out the prevention projects within schools and community settings; identify the missing elements in the provision of tobacco prevention services; and obtain recommendations to improve the provision of tobacco prevention services.

S.U.C.C.E.S.S. Connecting Arabic-speaking Refugees to Employers (C.A.R.E.) in the Hospitality Sector Project

This pilot in Surrey, British Columbia is using the behavioural economics concept of “nudging” in order to understand the behaviours and choices of small business employers in the hospitality sector towards recruiting and hiring Privately Sponsored and Government Assisted refugees.

A review of the evaluation strategy and framework for the Royal Bank of Canada's Future Launch initiative

In November 2017, RBC will introduce Future Launch, a $500 million, ten-year commitment to the development of innovative programs and supports that will help prepare young people (aged 15-29) for the future of work. SRDC is providing support to the RBC evaluation team with the development of their evaluation framework, data collection strategy, and analytic approach for the Future Launch initiative.

Evaluation of the Indigenous Communities Public Works Project

The Indigenous Communities Public Works Project is an innovative demand-driven approach to workforce development in First Nations communities. The initiative was designed with the aim of strengthening employment opportunities for unemployed or underemployed Indigenous individuals. It also aims to provide communities with the local expertise needed to address their public works and community infrastructure needs. The project builds on a unique partnership model that includes diverse cross-sector partners. The lead organization is Okanagan Training and Development Council, the Aboriginal Skills and Employment Training Strategy agreement holder for the Okanagan service areas that consist of six band memberships. The other two partners are Westbank First Nation, a self-governing nation in Kelowna and ASTTBC, a not-for-profit, provincial professional association/regulator established in 1958. SRDC has been commissioned to conduct a proof of concept to show how the pilot plays out in the real world and if it is feasible and viable for a wider implementation and evaluation.

High School Student and Parent Perceptions of OSAP

This project examines the relationship between aspirations towards postsecondary education and students/parents’ perception and knowledge of the Ontario Student Assistance Program (OSAP). The project administers surveys before and after students’ compulsory Grade 10 career studies class, and tracks postsecondary access and student financial aid use over four years, to evaluate provision of new interventions including information on OSAP and the likely actual costs and benefits of postsecondary education. The evaluation framework involves a clustered randomized trial.

Long-term Case Studies of Work Integration Social Enterprises (WISE) in British Columbia

The BC Centre for Employment Excellence (CfEE) is conducting a five-year demonstration project to evaluate the role of WISEs in supporting the labour market transitions of populations facing barriers to developing their career potential. The project is partnering with a minimum three WISEs in locations outside of Vancouver and Victoria to provide transitional employment opportunities for different groups of vulnerable populations, including people with disabilities, immigrants, and Indigenous people. The pilot involves a series of case studies to provide a better understanding of WISE capacity to serve barriered job seekers as well as the employment outcomes of participants who receive placements with the project's WISE partners. By combining research that examines both WISE capacity development and participant long-term employment outcomes, this study is designed to offer unique insights into the needs of WISEs who serve job seekers facing significant barriers to employment, as well as the benefits that accrue to participants whom they employ.

Micro-credentials for Adult Literacy Learners Evaluation Plan

Digital open micro‐credentials are a new innovative way to capture and communicate what an individual knows and can demonstrate. They can be used to demonstrate the breadth of learning, from something quite simple, like attendance at a conference or workshop, to demonstrating more in‐depth employment related skills such as those related to trades. Decoda Literacy Solutions recently adopted the digital badge micro‐credential system for use with adult literacy programs. In this project, literacy and essential skill badges (micro‐credentials) are being provided for adults who participate in community‐based literacy and essential skills programs, which typically do not have transcripts and certificates to identify learning. The use of a micro-credential system allows program providers to show incremental growth in the literacy and essential skill development of individual program participants. It is an innovative approach to improving educational access and program completion rates for adult learners, as well as increased support as they move to further education and employment. A developmental evaluation approach is being used to investigate whether the program is meeting its goals of establishing a credentialing system for adult literacy, as well as learning the ways in which the badges would be accepted and used by employment stakeholders.

Evaluation of Student Financial Assistance Programs for Aboriginal Learners

SRDC is undertaking an evaluation to provide recommendations on improving access to postsecondary education for Aboriginal learners. Key questions include: whether Post-Secondary Student Support Program (PSSSP)-eligible First Nations and Inuit students who are turned down for PSSSP funding apply for provincial and federal student financial assistance; whether these learners are more likely to abandon or delay their plans for postsecondary; whether Aboriginal learners are more debt-averse than non-Aboriginal learners, including variation between populations; whether certain groups are more likely to apply for and receive assistance; whether Aboriginal learners who receive assistance are more likely to default on loans, and if so, what are the reasons for this.

These questions are being answered through a combination of three research and evaluation activities: reviews of existing research evidence on learners' financial barriers to accessing post-secondary education and available sources of financial aid, as well as evidence on debt aversion; analysis of administrative records on applicants and recipients of federal and provincial aid; and primary data collection with Aboriginal people. The project will conclude with recommendations for federal and provincial governments to improve post-secondary education access for Aboriginal learners, including an impact analysis of proposed program changes.

Evaluation of the Child and Youth Diabetes Strategy

In the 16 years since it first launched the Diabetes Strategy, the Lawson Foundation has granted $13 million for applied diabetes research and a broad range of community-based projects that translate knowledge into clinical practice and community programs. In 2016, the Foundation launched its new targeted focus on the challenges faced by children, youth, and their families with or at risk for diabetes and its complications. SRDC has been engaged by the Lawson Foundation to examine how the new Child and Youth Diabetes Strategy can enhance its impact on the prevention and management of diabetes in Canada. We will also look at how the Foundation’s cohort approach to supporting grantees adds value to projects and supports them in furthering the Strategy’s goals. SRDC’s evaluation will take a developmental approach, in which staff of both organizations will work collaboratively to assess ways the Foundation can enhance delivery of the Strategy and its impact.

Evaluation of the Global Patient Safety Alerts program

Patient safety is a critical dimension of healthcare, and efforts to identify, report, and learn from patient safety incidents are essential for the prevention of future harms. Recognizing a gap in sharing patient safety information across jurisdictions, in 2011 the Canadian Patient Safety Institute launched the Global Patient Safety Alerts program. This program is a publically available collection of online, evidence-informed patient safety alerts, recommendations, and advisories made possible by contributions from health organizations around the world. SRDC has been engaged to conduct an evaluation that will examine the program’s current functioning and perceived merit, worth, and significance in helping healthcare organizations prevent, respond to, and learn from patient safety risks and incidents; assess the program’s value for money; and identify areas for improvement and means to bolster program effectiveness. SRDC’s mixed methods approach includes an environmental scan of patient safety alert systems, key informant interviews, and an online survey of stakeholders.

Advancing Women's Heart Health Evaluation

A general lack of awareness of how heart disease and stroke present differently in women and men is compounded by knowledge gaps among health professionals, leading to a predominantly male model of research and care. In response, Heart & Stroke – with support from Health Canada – has developed the Advancing Women’s Heart Health Project. Through leadership, research, partnership, and capacity building, this project aims to change the way in which heart health research is funded, conducted, and applied in Canada so that it accounts for gender and racial disparities and redresses health inequities. SRDC has been hired to develop a logic model and frameworks for performance measurement and evaluation, as well as data collection tools and an analysis plan for this initiative.

Development of a performance measurement framework for a women in trades initiative

SRDC is developing a performance measurement framework and an evaluation strategy for a women in trades initiative on behalf of BuildForce Canada. The project will see the development, implementation, and evaluation of a tool for employers and online training for staff to support diversity policies and respectful workplaces.

Immunization Partnership Fund: Development of a Performance Measurement (PM) Strategy

The Immunization Partnership Fund (IPF) aims to improve immunization coverage rates across Canada. It will support public health stakeholders in the development and implementation of projects, tools, best practices, and interventions to meet the objectives of the IPF, which are to enable providers to immunize clients, enhance access to immunization services, and increase demand for immunization. SRDC will support the IPF in developing a logic model and performance measurement framework to systematically monitor, assess, and report on IPF performance.

Developing an effective public health approach to cannabis

In light of the Government of Canada’s announcement that it would introduce legislation to legalize and regulate cannabis, the Canadian Public Health Association has been funded by Health Canada to engage a range of individuals and organizations from the health, public health, and social service communities to enhance their knowledge of, and capacity to address issues related to cannabis and other substance use. The project is grounded in a public health approach to the legalization of cannabis. SRDC is working with the Association to evaluate the project, with a particular focus on outcomes related to knowledge transfer, capacity-building, and stakeholder engagement.

Kid Food Nation

Canadian children are entering adulthood without sufficient knowledge to make healthy food choices. Moreover, rates of childhood obesity and chronic diseases such as diabetes are increasing. In collaboration with SRDC and other partners, Boys and Girls Clubs of Canada is designing and delivering a food skills and healthy eating curriculum for children aged 7-12 in select Clubs. This food literacy program will be supplemented by a national media campaign, and recipe competition and gala event for children. SRDC is evaluating the design and delivery of the initiative, as well as the extent to which food literacy and other outcomes have been achieved.

Evaluation of the AILE program

Launched during the 2012-13 school year, the Appui intensif en lecture et écriture program (known under its acronym as AILE) is part of the Ontario Ministry of Education goal of improving the literacy achievement of children enrolled in grades one to six. The program aims to offer additional supports to students in grades one to three at risk of a delay in their reading and writing skills conducive to educational achievement. The intervention takes place outside the classroom, in small groups of three students for about 30 minutes, five days per week over a period of 12 weeks. The program AILE is the subject of an implementation study and outcome evaluation.

Labour Market Transfer Agreements summary report

Employment and skills training programming and services in Canada are supported and delivered by federal, provincial, and territorial governments. The federal government provides almost $3 billion annually to provinces and territories through four major bilateral transfer agreements to support training and employment programming for Canadians. The design and delivery of the programs and services funded under these agreements are the responsibility of provinces and territories. This includes programs and services for unemployed workers eligible for Employment Insurance (EI), individuals without recent or sustained labour market attachment (non-EI insured), low-skilled workers, employers, persons with disabilities, and older workers. The 2016 Federal Budget announced new investments for 2016-17 totaling an additional $175 million. This is the first step in a plan to boost support for skills and training through the transfer agreements. To further ensure that these agreements continue to be relevant, flexible, and responsive to new and emerging labour market needs and priorities, the federal, provincial, and territorial governments have collaboratively embarked on a process in the summer 2016 to gather stakeholder input on these important investments. SRDC summarizes the outcomes of the consultations related to the labour market agreements renewal in this report.

An Innovative Cluster Training Model for New Brunswick Small Business

Development and pilot testing of a multi-level cluster-based training model for New Brunswick small businesses, who lack the capacity for traditional workplace training approaches. The project documents best practices in cluster training and refines existing needs assessments and evaluation tools for pooled small business delivery. The new model will be pilot tested with 6 firms and up to 24 employees in 2-3 clusters. SRDC is leading the evaluation in partnership with the Tourism Industry Association of New Brunswick (TIANB) with funding from New Brunswick’s Department of Post-secondary Education Training and Labour.

Active outdoor play

This project was initiated in response to two main needs identified by the community: (1) counter organizations’ tendency to limit occasions for children to engage in self-directed outdoor play, and (2) encourage children to engage in self-directed play. Project activities first focus on developing resources to inform adults as to the benefits of self-directed outdoor play to optimize child development and encourage lifelong healthy habits. Second, project activities center on the development and piloting of a series of workshops whose goal is to enhance the capacity of educators in offering children, aged 3 to 12, with opportunities for learning through exploration, outdoor play and inquiry. The project takes place in four schools, involves more than 600 adults (administration, early childcare educators, teachers and parents) and more than 400 children. To successfully carry out the first phase of the project, SRDC has partnered with the Association francophone à l’éducation des services à l’enfance de l’Ontario (AFÉSEO) and the Conseil des écoles publiques de l'Est de l'Ontario (CEPEO).

MHFA for Members of the Veteran Community – Project Evaluation – Phase 2

SRDC was engaged by the Mental Health Commission of Canada to evaluate the second phase of the adaptation of the Mental Health First Aid course for members of the veteran community. Results of this formative evaluation informed the program adaptation for its launch in the fall of 2016.

BuildForce Labour Market Information (LMI) study

On behalf of BuildForce Canada, the national construction sector council, SRDC conducted an evaluation of the Labour Market Information (LMI) products that currently support the construction sector. The cornerstone of their LMI program is a demand and supply model, which is used to provide forecasts of both construction investment and labour market demand for skilled trades. This study explores how employers, tradespeople, and other stakeholders such as training institutions currently access, utilize, and value BuildForce Canada’s products. The design included a series of key informant interviews with stakeholders and a regional survey of users of construction sector LMI.

Personal income information for disabilities assistance recipients

This project develops a state-of-the-art income calculator website for British Columbians receiving disability assistance (PWDs) and trains employment services centre case managers in its use. The site is designed to improve access to accurate income information for PWDs, including (a) income estimations for specific job opportunities and (b) a personal account where they can keep track of their earning exemption totals and see the effect that earnings have on their Disability Assistance payments. Case managers introduce their PWD clients to the tool and help them to enter the required information. The project aims to improve clients’ understanding of the effect that earnings and moving in and out of work will have on their Disability Assistance Benefits and overall income. It should raise their confidence in the financial consequences of their employment decisions and reduce financial apprehension when moving into employment. The project is designed as an experimental demonstration to quantify the impact of implementation of the Income Calculator on PWDs’ financial security, their willingness and motivation to seek employment opportunities, and improvements in their medium-to long-term employment outcomes.

Community Employment Loan Program Evaluation

Social Capital Partners has engaged SRDC to evaluate the impact and return on investment of the Ontario Community Loans Program (OCLP). The OCLP is a joint initiative between Social Capital Partners (a non-profit organization that develops innovative social finance solutions) and the Ministry of Economic Development, Employment and Infrastructure (MEDEI), in partnership with employment service providers and financial institutions. Through the OCLP, low-income jobseekers facing employment barriers are matched with job opportunities at small- and medium-sized employers (SMEs). SMEs who hire and retain jobseekers for at least six months pay reduced interest rates on their business loans through reimbursements provided by the Ontario government. SRDC is conducting an impact evaluation to examine the extent to which the OCLP leads to increased employer reach among employment service providers, improved employment outcomes for low-income jobseekers, and improved business outcomes for SMEs, as well as a cost-benefit analysis to assess the extent to which OCLP yields a net return for the Ontario government.

MHFA for Members of the Veteran Community – Project Evaluation

MHFA is an evidence-based training course designed to increase mental health literacy, decrease stigma, and increase helping behaviours. In collaboration with the Department of Veterans Affairs, the Mental Health Commission of Canada is adapting MHFA for members of the Veteran Community, to improve their capacity to address mental health problems and illnesses. To support this process, SRDC was engaged to evaluate the design and pilot delivery of the adapted course, prior to broader delivery. As part of this formative evaluation, SRDC conducted a document review, interviewed stakeholders, and observed the initial pilot training sessions; a framework for future evaluation work was also developed.

Toronto District School Board (TDSB) Local Poverty Reduction Fund Program Evaluation

The Toronto District School Board (TDSB) has engaged SRDC to evaluate the impact of its Local Poverty Reduction Fund initiative. The Local Poverty Reduction Fund is a six-year initiative launched by the Ontario government in 2015 to support innovative, community-driven projects that measurably improve the lives of those most affected by poverty. TDSB has been granted funding through the initiative to introduce innovative process improvements at its Next-Steps Employment Centres, including a coaching-based case management framework and Motivational Interviewing. The changes are designed to improve outcomes for clients who are not in education, employment or training, and clients who are long-term unemployed. SRDC is serving as a third-party evaluator that is designing and conducting an evaluation of the implementation and impact of these process improvements on clients’ outcomes.

On Track to Opportunities: Linking Transit Development to Community Employment and Training Project – Design and implementation plan

The goal of this project is to develop a detailed design and implementation plan for a workforce development 'pipeline' model to support the implementation of the Metrolinx Community Benefits Framework. The purpose of the 'pipeline' is to ensure Toronto residents that have been historically disadvantaged are engaged and prepared for employment in new jobs related to Metrolinx transit projects in the GTA. This project is building on previous work undertaken by SRDC in 2015, which involved designing a prototype of the 'pipeline' model.

Evaluation of the Active Outdoor Play Strategy

'Active outdoor play' is unstructured and of varied intensity, takes place outdoors with natural materials, and involves an element of risk (e.g., due to the height, speed, context, or tools involved). A wide range of sectors and organizations has recently begun to promote active outdoor play as a means of correcting a perceived over-emphasis on safety/risk and injury prevention, as well as promoting healthy child development in the long term.

The aim of the Lawson Foundation’s Outdoor Play Strategy is to better understand how to support Canadian communities to foster children’s opportunities for outdoor play; in other words, how to create environments that enable – rather than hinder – such play. The Strategy is designed to support the development and implementation of a variety of creative ideas across sectors and a range of contexts, including community programs, services, and supports as well as policy and research initiatives. SRDC conducted an evaluation of the Strategy to develop understanding about how and why funded initiatives experience success, and to what degree. The evaluation includes information about both implementation and early impacts of the Outdoor Play Strategy, at three levels: individual projects/grantees; the collective cohort of grantees; and the broader landscape of stakeholders involved in outdoor play. In addition to examining multiple levels of operation and impact, the project takes a developmental evaluation approach – one that is flexible, future-oriented, and focused more on learning and performance improvement than on narrow definitions of merit and accountability.

Mental Health First Aid Inuit Program Evaluation — Phase 2

SRDC was engaged by the Mental Health Commission of Canada to evaluate the second phase of the adaptation of the Mental Health First Aid course for Inuit, using cultural safety principles. Results of this formative evaluation were used to finalize the program adaptation and prepare for its launch in the spring of 2016.

Evaluation of the Thompson Rivers University Front-End Loaded Truck and Transport Vehicle Mechanic Pilot Program

The BC Centre for Employment Excellence, a division of SRDC, is evaluating the Industry Training Authority/Thompson Rivers University Front-End Loaded Pilot Program for the Truck and Transport Vehicle Mechanic apprenticeship training. The objective is to determine the effectiveness of the model in achieving its intended objectives and how it compares to the traditional apprenticeship training model.

Year Two Review of the Canada-Manitoba Job Grant

SRDC conducted an evaluation of the Canada-Manitoba Job Grant. The review assessed the early results from the first year of implementation of the Canada-Manitoba Job Grant and determined whether the grant is (1) helping participants develop the skills necessary to find and keep meaningful long-term employment, and (2) increasing employer investment in training to ensure that skills are better aligned with job opportunities and address labour market demands. SRDC developed a research framework, designed and implemented follow-up surveys for training participants and employers, analyzed administrative and survey data on participant employment outcomes, and conducted interviews and focus groups with key stakeholders. The findings of the review identify promising practices and challenges and inform adjustments required at a provincial and/or national level to better meet the goals of the Canada Job Grant.

BC Labour Market Attachment Evaluation Framework for ITWs

SRDC constructed an evaluation framework for labour market attachment projects for internationally-trained workers (ITWs) in British Columbia. The work supports a future evaluation to measure success in projects that the BC Ministry of Jobs, Tourism and Skills Training is investing in, as a new area of the Foreign Qualifications Recognition (FQR) Pathway. SRDC developed an evaluation framework and data collection templates, identified software/system requirements, defined and validated indicators of outcomes, and developed and tested the data collection framework.

Flexible Workplace Practices in Support of Caregivers

Working Canadians often have multiple roles outside of the workplace that may conflict with the demands of their jobs. One increasingly prominent role is to provide unpaid care for family members or close friends with a long-term health condition, physical or mental disability. Caregiving commitments have a number of direct consequences for workers and businesses that employers can help mitigate through various leave policies, flexible practices, and supports. The objective of this project is to fill knowledge gaps with respect to the costs and benefits to Canadian employers of offering various flexible workplace practices in support of caregivers. SRDC conducted a series of nine business case studies with a comprehensive cost-benefit methodology that measures the return on investment for employers from introducing a range of flexible practices and policies in support of caregivers.

Mental Health First Aid Canada: Inuit Course Framework and Evaluation

Like first aid for physical injury, Mental Health First Aid is designed to provide immediate help to a person experiencing distress or crisis until professional assistance is provided or the crisis is over. Mental Health First Aid is an evidence-based course that increases mental health literacy, decreases stigma, and increases helping behaviours. The Mental Health Commission of Canada has adapted the basic course for many special populations, and together with Inuit communities and organizations, is developing an adaptation for Inuit. SRDC was engaged to conduct a formative evaluation of the first stage of the adapted program, using cultural safety principles. Results help to guide subsequent iterations of the course.

Healthy Transitions from High School — A mental health promotion and prevention initiative: Pilot Phase

This project pilot tests and refines curriculum resources designed to help students develop the social, emotional and learning skills needed to navigate the transition from high school. It builds on earlier phases of background research and program development, and includes two components: 1) evaluate the adoption, delivery, and potential effectiveness of the resources in a pilot test in a small group of Ontario high schools and 2) consultations with educators, youth, and mental health experts to fine-tune the resources and prepare for their potential delivery in a greater number of schools. As with earlier phases, this project is conducted in collaboration with the Children’s Hospital of Eastern Ontario and the Ontario School Mental Health ASSIST team.

School engagement in middle and secondary schools – Phase IV

The « Engagement scolaire » project is funded by the Conseil des écoles publiques de l'Est de l'Ontario (CEPEO). The objective of the research project is to evaluate the impact of a program offered by the CEPEO on teaching practices, and in turn, of these teaching practices on student outcomes. This phase also focuses on scaling up the initiative in all classes at participating schools. The program offered by the CEPEO aims to help teachers develop effective teaching strategies, including the integration of ICTs, to promote student self-regulation and engagement, as well as learning skills and work habits as defined by the Ontario Ministry of Education.

Essential Skills in Douglas College

The Essential Skills in Douglas College (ES in DC) program is offering up to 20 hours of in-class Essential Skills training to students in selected programs. By targeting the training to learner needs, and utilizing occupationally-relevant materials, the program aims to increase students’ literacy and essential skills, and their academic success. The study includes a research framework, designing pre- and post-training student surveys, and analysing administrative data from school records and literacy scores in addition to the survey data. Using historical program data from the school records, SRDC conducts a comparative analysis to estimate program impacts in addition to measuring the outcomes of interest.

Evaluation of the Urban and Priority High Schools (UPHS) Initiative

The initiative was first implemented in the 2008-09 school year with 37 urban secondary schools across the 12 school boards receiving funding until 2013-2014. It aimed to enhance the well-being and academic success of students living in high-needs neighbourhoods by way of creating a safe and positive learning school environment. The secondary schools that participated in the UPHS worked with community partners to provide additional supports and opportunities to these students based on a needs assessment and existing services. This evaluation intends to increase our understanding of how additional supports and opportunities influenced at-risk youths’ academic success, to document effective practices in engaging students, parents, and the community, to provide recommendations in regards to the content of a program monitoring information system, and to draw recommendations for improving student outcomes at the system level.

An Evaluation of the BRIDGES Incubator Model

The BRIDGES Collaborative identifies, develops, and tests models of integrated healthcare for patients with complex chronic conditions, with the aim of reducing avoidable hospital visits and improving quality of care. Funded by the Ontario Ministry of Health, BRIDGES is run by the Departments of Medicine, Psychiatry, and Family and Community Medicine at the University of Toronto. SRDC conducted an evaluation of the impact and effectiveness of the BRIDGES model, and its potential impact on the health care system.

Manitoba Works! evaluation

The purpose of the research is to test the Government of Manitoba’s Manitoba Works! employment service model in the real-world setting of Manitoba’s new and evolving employment continuum and to assess its effectiveness for improving the labour market success of individuals who are receiving EIA and/or have complex needs. Motivational Interviewing for Manitoba Employment Income Assistance recipients

The project aims to determine the effectiveness of an innovative approach to employment counselling – called Motivational Interviewing – to help Employment Income Assistance (EIA) recipients in Manitoba progress along the Government of Manitoba’s employment service continuum. The study assesses the extent to which the approach: helps participants move forward along the stages of change; improves participants’ readiness for employment; helps participants obtain employment, particularly stable employment; and reduces the receipt of income assistance benefits and recidivism. The study also investigates participants’ experience with the program to learn about what worked well and what did not.

Validation of Manitoba’s Employment and Training Assessment (ETA)

The project aims to assess the predictive validity of Manitoba’s new Employment and Training Assessment tool. As well, it assesses the extent to which adding additional information improves the overall accuracy of the model in predicting long-term unemployment and the extent to which a “scoring” method could be designed that identifies “tiers” or segmentation points, that categorize jobseekers into “categories of risk” or “levels of need” using what has been referred to as a “distance to the labour market approach.” Given the results of the analyses, the project will recommend an optimal approach to needs assessment and jobseeker classification in the Manitoba context.

Vulnerable Immigrant Populations Program Evaluation

The evaluation of settlement and integration programs over the years highlighted that a subset of the immigrant population characterized by complex and multiple barriers such as mental health issues and trauma experienced greater challenges in settling and integrating into BC communities and the labour market. In response to this realization, the BC government launched the Vulnerable Immigration Populations Program (VIPP) in the fall of 2012. The uniqueness of the VIPP amongst immigrant settlement and integration programs resides in its focus on alleviating significant challenges and barriers experienced by this subset of the immigrant population using a client-centred approach. The program relies on a comprehensive and coordinated multi-agency/multi-sector team to address each client’s unique needs. The evaluation aims to gauge how well the services delivered match the program principles and expectations, examine the strengths and challenges that have arisen to date, and assess impacts of the program on clients, the broader community, and the BC settlement system at large. Part of this evaluation involves a comparison of the program model with similar Canadian programs and with previously implemented pilot programs upon which the VIPP model is based. Evaluation findings provide accurate and useful information for future programming targeting vulnerable immigration populations.

Design phase: Promoting mental health for youth through transitions

Building on an earlier phase of background research into student mental health issues, this project aims to design an intervention to support students through the transition from high school. SRDC met with potential collaborators, finalized the conceptual framework, developed an intervention/ delivery model and curriculum outline, developed an evaluation plan, and identified potential funders for a subsequent pilot test. SRDC also consulted with youth on design and delivery, and engaged experts as required to ensure the feasibility, scalability, innovation, and appeal of the intervention to high school students. The result is a detailed proposal to a funder to implement and test the program on a pilot basis, to learn what works to promote and protect student mental health.

Skills Bridge essential skills pilot project in BC

Skills Bridge offers Essential Skills training with the aim of ensuring that participants in academic, trades training, and apprenticeship programs emerge fully ready for employment. The pilot project is an outcome evaluation of a system of Essential Skills coaching at three sites – Douglas College, North Island College, and SkillPlan. The performance measures include Essential Skills learning gains, student engagement, and grades. The study develops an evaluation framework and survey instruments, and includes a cost-effectiveness analysis. Implementation of Skills Bridge at the three pilot sites informs a larger consortium of educational institutions implementing Essential Skills training for their students. SRDC is a research partner in the pilot project funded by the participating colleges and industry training institutions.

Evaluation of the Healthy Eating After School project

Healthy Eating After School (HEAS) is a pilot project funded by the Ministry of Health and implemented by the YMCA of Greater Vancouver. SRDC was contracted to conduct the evaluation. The purpose of the project is to create an environment that supports healthy eating in the after-school care setting. The objectives of the project are to: 1) improve the knowledge and confidence of after-school care staff in healthy eating and in food skills and their confidence to implement these; 2) develop and implement healthy eating policies/guidelines for an after-school care setting; 3) engage parents of children in after school care, in implementing and maintaining children’s healthy eating behaviours; and 4) increase the interest and ability in food skills for children attending after-school care programs.

Development of a master plan for the implementation of the Ontario Early Years Policy Framework

The Conseil scolaire catholique Franco-Nord (CSCFN) retained the services of SRDC to evaluate the current state of the implementation of the Ontario Early Years Policy Framework with the aim to produce a master plan for its full implementation across schools. The master plan provides a guide for a collective approach to the development and delivery of early years programs and services for children and families. Its development was based on several sources of information: (1) an environmental scan of existing programs and services (i.e., quantity and quality; strengths and weaknesses), gaps in services targeting young children and their family, and overlaps in and links between services; (2) a comparative analysis between best practices and the current status of programs and services offered by the school board and by community partners; (3) winning practices and training needs identified by teacher/early childhood educator teams; and (4) a series of consultations on the shape an integral implementation of the framework could take.

Evaluation of WellnessFits

The Canadian Cancer Society, BC and Yukon Division, in partnership with Healthy Families BC Initiative, has developed a comprehensive workplace health promotion program, WellnessFits. The project is a developmental evaluation that examines and provides regular feedback to the client on the development and implementation of the new Job Entry Manitoba (JEM) program, a key component of Manitoba’s new training-to-employment service support continuum. The project also identifies key immediate outcomes and measurement approaches to support the building of a data collection system and tools. The evaluation addresses standard implementation questions such as how does the JEM model work in practice? Digital Essential Skills Online Training in Rural Small Businesses

SRDC participated in this project to develop, implement, and evaluate an online digital skills assessment and training program intended to increase the digital skills of rural small businesses and their employees, as well as the capacity of businesses to increase these skills. The training was piloted in 10 small businesses, 2 in each of 5 rural communities across Canada, with up to 100 employees participating. SRDC designed skills assessment, employer and employee surveys, and interview protocols and analyzed the data gathered, in order to evaluate the implementation of the digital skills assessment and training tools and to measure the effects of the training on rural small businesses and their employees.

Evaluation of the Northern Skills Training Pilot Initiative

This project evaluates the Northern Skills Training Pilot, an essential skills training initiative aimed at up-skilling low-skilled unionized employed workers in the forestry and mining sectors in three northern regions of British Columbia. At the start of the evaluation, the initiative involved approximately 300 participants, but this number increased to nearly 600 during the evaluation. The evaluation determines (a) the extent to which targeted workers are receiving and responding to the employer outreach activities and making applications to the program, (b) whether the essential skills training is being delivered as expected, and (c) whether the essential skill levels of program participants are increasing following engagement with the NST Pilot services.

School engagement in middle and secondary schools – Phase II

Pilot project for testing educational practices that encourage school engagement among middle and secondary school students. This second phase of the study focuses primarily on creating the measures required for evaluating implementation of the educational practices tested during Phase I of the project. The tools were developed in close collaboration with stakeholders from four schools in the Ottawa region, in particular school board and teaching staff members, as well as students. The third phase of the project aims to evaluate the effect of educational practices on student school engagement. To achieve this, student engagement is examined based on the degree of implementation of educational practices.

HeartSmart KidsTM has trained over 8,390 educators to deliver health education to elementary school students. Raising the Grade Evaluation

Foreign Credential Recognition (FCR) Loans Pilot Project

Launched in 2012 by then Human Resources and Skills Development Canada, the FCR Loans Pilot Project targets internationally-trained workers who are unable to or experience difficulty in accessing traditional lending sources mainly through financial institutions. The project took place in 9 sites across Canada wherein 11 microloan program models were piloted. SRDC designed and implemented a research framework seeking to: (1) draw lessons learned from the diversity of models tested and the contexts in which they are tested; (2) determine whether the microloan programs have the desired effect and under what conditions; (3) conduct a costs analysis of the FCR Loans Pilot Project; and (4) explore whether the microloan models can be sustained in the longer term.

Evaluation of the 2009-13 Agreement for the Development of Francophone Arts and Culture in Canada

BC Workplace Training Project

SRDC collaborated with Douglas College to design and conduct an evaluation of an Essential Skills training program designed to upgrade the transferable skills of 1,200 eligible participants working in the tourism and retail sectors throughout British Columbia. An Evaluation of “Foundations” Enhancing Transferable Skills through Career Exploration

The purpose of this project is to design a field test of an innovative program of career exploration that embeds individually customized transferable skills enhancement for lower skilled adults. In spite of anecdotal evidence of its effectiveness, the “Foundations” program has not been rigorously evaluated or widely implemented in Canada. A multidimensional approach to reducing the appeal of sweet beverages

The main goal of the project is to gain a better understanding of how sweet beverages are marketed to target young Canadians so that it is easier to take concrete actions in the future to make environments more conducive to healthy lifestyle habits. To accomplish this, the project incorporates three main thrusts: 1) provide a comprehensive picture of the sweet beverage market in Canada and existing marketing strategies targeting young people; 2) adapt the Gobes-tu ça? project developed by Réseau du sport étudiant du Québec for young Francophones age 13 to 17 in Alberta and, if funding is extended beyond this period, identify other potential sponsors for the Gobes-tu ça? project elsewhere in the country; and 3) disseminate and use our study of the sweet beverage market and adapt this knowledge transfer tool accordingly.

Welcome to Kindergarten Program National Evaluation, Phase II

The Welcome to Kindergarten Program aims to prepare children and families for the important transition to school. The first phase of the current Welcome to Kindergarten Program National Evaluation began in 2009, which resulted in an evaluation framework and plan, cost proposal, and literature and policy review. SRDC conducted the Phase II of the Welcome to Kindergarten Program National Evaluation, to compare 20 high implementation fidelity schools across Canada that have two years of experience participating in the program against 20 non-program schools to determine program effects. Healthy After School Pilot Project

The aim of this project is to develop a program around physical activity and healthy eating in after-school care. The program will provide after-school care providers with a range of supports and resources to encourage and facilitate children to be more active and to choose healthy foods. After-school care sites participating in the project will be trained and given a resource bin that will include some equipment and tools to help staff incorporate the program into their activities. Ongoing training and support will also be provided to staff and they can choose what to use from these resource bins. ESWS Service Delivery Model in Action

A follow-up study of the Essential Skills Workplace Services (ESWS) delivery model, which was implemented from 2008-2010 by The Training Group at Douglas College in partnership with a national consortium of colleges specializing in workplace essential skills training. This research study aims to provide a rich understanding of the theoretical underpinnings of the ESWS model along with a series of practical lessons in its implementation. Particular attention is given to the fundamental role of employer engagement and how essential skills training and its benefits are best communicated in a workplace setting.

Multisite evaluation of the Francophone Youth Inclusion Program (YIP)

A multisite evaluation of a youth crime prevention program entitled Youth Inclusion Program (YIP). The Francophone YIP seeks to reduce the number of arrests, truancy, and school expulsions for a group of high-risk youths within the same community. To achieve its objectives, the program offers youths, by way of an individualized intervention plan, a combination of sports, education, training, and interventions on subjects such as health and drugs. The evaluation of the Francophone YIP is spread over five years and was conducted in Montreal (Quebec) and in Salaberry-de-Valleyfield (Quebec). SRDC conducted a process evaluation, an impact evaluation, a costs analysis and a relevancy evaluation.

Evaluation of the Dietitians of Canada School Guidelines Support Initiative

SRDC conducted a process evaluation to determine the impact of the School Guidelines Support Initiative. The initiative developed and implemented a range of tools, resources, and supports, including telephone support from Dial-a-Dietitians online tools and information to implement the provincial government’s Guidelines for sale of food and beverages in BC schools. SRDC managed evaluation and led all research components; analyzed qualitative and quantitative data, and wrote evaluation report.

Summative Evaluation of the 2005 Employment Insurance Pilot Projects

Learning and Active Employment Programs

An examination of the participation of low-skilled adults in literacy and employment training programs and the role that literacy and other factors have in explaining take-up and program effectiveness. Drawing on lessons from an initial qualitative study and consultation phase, design options for experiments are proposed to improve the take-up and delivery of public training programs.

Comité d’action local des Promenades de Gatineau

Funded by the Fondation Lucie et André Chagnon as part of an activity of the Québec Enfants’s initiative, the Comité d’action local des Promenades de Gatineau (CAL) is a partnership between local community groups that aims to answer the needs of children, and their families, living in the Gatineau community via different activities. SRDC helped refine the logic model of the six activities already in place to define their objectives and their expected impacts. SRDC designed an evaluation plan and proposed tools to measure the implementation of the activities and follow children’s development. A summative evaluation identifies which activities were the most promising for the children and their families.

Evaluation of the BC Healthy Living Alliance (BCHLA) Initiatives

BCHLA is a provincial coalition of organizations working together to improve the health of British Columbians. The coalition has implemented 16 initiatives in the health promotion and population health areas, designed to deliver activities across the province in three themes: Healthy Eating, Physical Activity, and Tobacco Reduction. In the first phase of the evaluation project, SRDC conducted evaluability assessments for each initiative as well as the clusters or themes to produce evaluation plans and budgets for “evaluable” projects and clusters. In the second phase, SRDC evaluated 6 of the 16 initiatives, as well as a case study of the Community Capacity Building Strategy and provided technical assistance to the other BCHLA initiatives that were not part of the evaluation project. Some of the evaluations involved vulnerable populations, such as Aboriginal communities.

Case Coordination Project in Downtown Eastside Vancouver

An evaluation of a three-year demonstration project delivering a multi-component employment-related intervention designed for long-term welfare recipients living in one of the most disadvantaged urban areas in Canada. Many of the program participants had issues with housing, addictions, health (both physical and mental), income, and coping. The service delivery network comprised six non-profit organizations, including an Aboriginal organization helping Aboriginals residing in Vancouver’s Downtown Eastside. Almost half of the program participants were Aboriginal people.

A study to review promising school-based programs to increase student retention. The study involved reviews of the reasons students “drop out” of high school and field visits to 24 stay-in-school programs in 5 cities across BC.
